From the festival official Facebook page:

This is a big one, so let’s get straight to the point: Periphery are to headline RADAR 2023 at the BEC Arena in Manchester.
We’re also delighted to announce HAKEN will be returning for a special set celebrating 10 years since the release of ‘The Mountain’. Alongside them, we welcome Loathe, Heart Of A Coward, Unprocessed, Tides From Nebula, Allt, Long Distance Calling, SUMR, GHOST IRIS, Owane & Jack Gardiner, Playgrounded, and Tiberius.
Full lineup, including our final two headliners, day splits and masterclasses coming soon…
The long bit: Moving to Manchester is the realisation of a dream for RADAR Festival. We loved our first venue, Casino – a unique yet challenging space, but in reality, we outgrew the capacity in year one. Our new space has allowed us to grow and book more of the bands we love.
RADAR 2023 is going to be an experience. Two big stages with no clashes; masterclasses with amazing musicians; loads of food options (with all dietary requirements considered); a large and curated music market – (more news on that coming soon) – and finally we can deliver full accessibility to our event.
A final note: 2023 will be a challenging year for our industry. If you can, please keep supporting your favourite festivals and local shows. The bands cut their teeth in the country’s grassroots venues, and supporting them is integral to the industry’s survival.
